Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched on 25th December 2000 as a fully funded Centrally Sponsored Scheme to provide all weather road connectivity in rural areas of the country.It is under the authority of Ministry of Rural development.
Why there arised a need for Pradhan Mantri Gram Sadak Yojana?
Roads are the lifeline of any country for its Social and economic development thereby generating employment opportunities and increased agricultural incomes. In India, it is a key ingredient for Poverty alleviation (reduction). Over the years many state and centrally sponsored schemes were rolled out but still a number of habitations persist which are still not connected by All weather Roads, even if they are constructed, the roads are in such a bad quality due to poor construction and maintenance that they can’t be categorized as All Weather Roads.
To rectify the situation PMGSY was launched in Dec, 2000.
Objectives of PMGSY
1- The primary objective of the PMGSY is to provide Connectivity, by way of an All-weather Road to the eligible unconnected Habitations in :
* Rural Areas– with a population of 1000 persons and above- up-to 2003
# with a population of 500 persons and above- up-to 2007
* Hill States– with a population of 500 persons and above by 2003.
# with a population of 250 persons and above by 2007
* Desert Areas (as identified in the desert development Programme) -With population of 500 persons and above- by 2003
* Tribal (Schedule V) areas– with a population of 500 persons and above by 2003.
# with a population of 250 persons and above by 2007.
Population recorded in Census 2001 would be used for determining the Population size.
2- Up-gradation of existing roads in those districts where eligible habitations has been provided all weather road connectivity.
What is a Habitation?
It is a cluster of population living in an area which does not change over time.
What is an Unconnected Habitation?
A population of designated size (described above) located a distance of 500 meter or more (1.5 K.M in case of hills) from a all weather road.
PMGSY will cover only rural areas,urban areas are excluded from the scheme’s purview.
